What a level gives a dealer

Every drug gives a different amount of XP, and that is configurable.

A sale

1. The dealer approaches an NPC through target.
2. The selling UI shows an offer, which the dealer accepts or rejects.
3. The deal plays out with animations and a prop.
4. The reward is paid in cash, to the bank or as an item, whichever you set.
