Management first, territory second

The cheapest way to start is a management resource: ranks, a shared balance, a log of who took what, and a menu the leader actually uses. That alone turns a group chat into an organisation. Territory is the expensive half, and it only pays off once you have enough crews to contest it. Adding a map of capturable zones to a server with two active gangs produces a quiet map.

How capture works, and why it differs

Compare the capture rule before anything else. Some resources treat a zone as a timed fight with a prep window for both sides. Others tie capture to activity, so selling in a zone slowly takes it. Respect and tribute models decide what holding ground is worth: more defenders, a bigger payout, or a cut from everyone else working there. Those rules are the game, so pick the one that matches how your players already behave.

Territory, safe houses and raids

Where a resource includes a safe house, it usually includes a way to rob it, which is what keeps the map moving. Look at what is stored there, what the lock is, and whether police can raid it too. Upgrades to a garage, a warehouse or a production rate give a crew something to spend on that is not just another car.

Marking the ground

Graffiti and spray resources are the small touch that makes territory readable without opening a map. They are standalone, cheap, and they work with any of the systems above.
