What a document resource has to do
Three things. It has to issue something a player carries, show it to another player in a readable way, and let an officer check it against a record. Anything that only does the first is a menu entry rather than a document. Look for a way to hand a card over, because the exchange is the interaction you are buying.
Licences, plates and photographs
Driving, weapon and other licences usually come from the same resource that issues identity, and it is worth confirming your police tools can read them. Custom plates are a separate and surprisingly popular purchase: they let a player personalise a car in a way everyone else sees, and they need a rule about what is allowed.
